Maive Rute
As Deputy Director-General of DG GROW of the European Commission, Maive Rute is responsible for the investment and innovation policies such as InvestEU, public procurement and intellectual property. She also leads DG GROW work in the European Semester process and in the research program Horizon Europe.
Maive is a member of the Board of Directors of the European Investment Fund. Between Nov 2019 – May 2025 she was DDG in GROW for industrial policy, and in 2016 – 2018, DDG in the Commission’s internal science service DG JRC. Previously, she has worked as Director for biotech research and for SME & enterprise policy of the European Commission.
In Estonia, she has served as CEO of credit and export guarantee fund KredEx and as Deputy Governor at the Central Bank of Estonia. Estonian government has nominated her to the national Research and Development Council advising Prime Minister. Economist by training, she holds an MBA from Danube University Krems, Austria, MA from CERIS, Brussels, and has spent a year in Harvard as Fellow
