As a core topic in the EAIS agenda, our goal is to support the EU Commission and EU Parliament in understanding how to create a 28th regime that truly enables European startups to launch and scale up their businesses by leveraging an EU “single market” from day one.
This event presents an opportunity for you to voice your ideas on what should be included in the 28th regime, what should be taken out, and comment on the legislative process within the EU to set up this sandbox jurisdiction for startups.

Europe’s Pension Funds Investing with VCs and Angels in Startups
In the US, pension funds represent the backbone of the VC LP community, providing key anchoring funding to the numerous VC funds in the States.
In Europe we lack the regulations and also the incentives to drive more risk taking by institutional investors. We believe that the EU can create the conditions to crowd in such investors, providing European VCs with the funding and ease of fundraising conditions they are lacking. In this session we want to debate why and how institutional investors such as pension funds and insurance companies should be crowded in to Europe’s VC asset class.
Key recommendations will be presented to the EU by EBAN and by the speakers joining this session on the main stage.

AI Investments and Regulations
AI is considered the next technological revolution of our times and is already shaping the way we live, work and do business. Europe has fallen behind the rest of the world when it comes to technological leadership in this domain, however it leads the world on regulating the use of this technology to protect citizens rights. How can Europe catch up and become a leader in this domain also from an innovation perspective?
With this topic in the agenda, we wish to shed light on upcoming AI related investment plans and regulations that are being considered at the EU besides debating these topics together with startup founders, investors and technology experts.

Going beyond the co-investment models of the past
The Summit aims to inspire new EU wide co-investment schemes targeting business angels, leveraging the best practices we have observed across the Member States.
During this session, we will present and debate the proposal presented by EBAN on going beyond the co-investment models that are in place today and what the role of the EU Commission and EIB Group could be in future programs to be deployed.

Cross Border Angel Investments and Why they Really Matter
Cross border investments are considered an enabler for startups to grow and scaleup in the EU. Startups receiving investment from investors located in multiple geographies can rely on the support from these investors in entering or expanding their presence in those new markets. This session wishes to inspire more investors to embrace cross border angel investing as a means to support funded startups in scaling up across the EU.
Our goal is to debate the challenges angel communities face in doing cross border deals, starting with the presentation of the latest findings we’ve collected through our Connect2Scale EU project, which provide also concrete recommendations and solutions both the public and the private sector can put in place to foster cross border angel investment between EU countries
